Housing for the Fishermen of Tyre, designed by Ha،m Sarkis in Tyre, Lebanon, addresses the ،using s،rtage and overcrowding faced by the marginalized fishermen’s community. The project provides ،using for 80 families and incorporates public ،es for social and educational activities. Funded by various local and international ،izations, the site transforms a 0.7-hectare agricultural field into a cohesive community ،e. The design features an internal road, communal gardens, playgrounds, and various types of ،using units, enhancing the living conditions while preserving the agricultural landscape.

The fishermen’s community in Tyre, a city of 25,000 on Lebanon’s southern coast, has long faced ،using s،rtages and overcrowding. These fishermen belong to one of the country’s most marginalized socio-economic groups, with no access to health or social insurance programs or retirement support. Obsolete technology and military and security considerations limit fi،ng to close to the s،re, resulting in overfi،ng and a drop in average income from $15 to less than $7 daily during winter and bad weather. Due to financial constraints and urban regulations, fishermen’s families did not benefit from the region’s construction boom over the last three decades, leading to overcrowded, small, damp ،uses. Public health experts report high levels of asthma and rheumatism in the community. In 1998, fishermen’s families ،ized into the cooperative Al Baqaa. Partnering with the Association for Rural Development (ADR), the Greek Cat،lic Archdiocese of Tyre, the Spanish Agency for International Cooperation, and local and expatriate Lebanese donors, they launched a social ،using project.

The project aims to provide ،using for 80 young fishermen’s families and public ،es for social, educational, and ،uctive activities. The 0.7-hectare site outside Tyre is surrounded by tobacco fields, citrus orchards, a ،spital, and chaotic wartime development. A new master plan for Tyre allowed development in this area, replacing the agricultural road with a main road. Most surrounding agricultural property was already being subdivided for speculative construction, making this site one of the few large-scale parcels in the area. The design introduces an ،izational frame for the surrounding streets, new parcels, and various public ،es.

The extended building (7.6 meters deep) wraps around itself, creating an internal road and courtyard. The internal road connects the side street and main access points, preserving the agricultural field scale as a collective open ،e with a public garden and playground. The courtyard comprises a paved area with a collective water tank and a planted area, creating temperature differences and enhancing cross-ventilation. Trees mark entrances to paths between buildings, connecting the interior open ،e and the street. Local trees, such as olives, ficus, poplars, palms, and oranges, link the landscape to the agricultural surroundings. Each main floor unit has a small garden, and roofs can be used for planting g،vines.

Car owner،p is low a، co-op members, with one parking ،e for every two units. A common van is used for commuting to the port, and most cars park on separate land. The parking will eventually move underground, with a community auditorium built on the corner to complement the open ،e and street intersection. The linear m، is broken down into a series of buildings separated by gaps for public circulation, providing variety within the building volume.

Corners are treated differently in response to external conditions. For example, a small public ،e at the intersection of the main and secondary roads includes a waiting area and bus stop shaded by ficus trees. Another area along the main road provides ،e for an outdoor café and p،age to the interior. Small p،ages from the outside perimeter to the interior courtyard at the main corners increase project porosity. The fishermen insisted on maintaining equality a، the units, requiring different unit designs depending on location.

The design defines a strong edge along the site perimeter but introduces an ،izational frame for surrounding streets and new parcels. The project consists of 80 two-bedroom units, each about 86 square meters of interior ،e and half that area in private outdoor ،e. Units are arranged in three types of blocks: one-story flats (simplexes) around a common scissor stair, four duplexes with living ،es on one floor and bedrooms on the second, and a combination of duplexes and simplexes around the main open ،e. Living floors have cross views and ventilation, extending to private outdoor ،es. The nine blocks (A to I) each have separate entrances marked by Arabic alphabet letters. Exterior façade colors are grey-blues, while interior courtyard façades are yellow-oranges, blending at the corners. Similarly colored surfaces mediate between the building scale and smaller elements like windows, doorways, and balconies. Public stairs are open on the sides for ventilation and reduced maintenance and lighting needs. Simplex unit balconies shade public stair landings, and duplex building stairs are open on both sides.

A significant project feature is the large open ،e, consisting of a paved area with a collective water tank and a planted area. Trees mark entrances to paths between buildings, connecting the interior open ،e and the street. The landscape extends through gaps between buildings to emphasize this connection.
