Howells seeks planning consent for 700-home Stratford Waterfront scheme

Working with O’Donnell + Tuomey on the development at Stratford East Bank, the two practices submitted a reserved matters application last month for four towers ،using 58,711m² of new residential units.

Situated on a 0.9ha plot opposite Populous’s London Stadium and Zaha Hadid Architects’ Aquatics Centre, the development proposes two 25-storey buildings and one 23-storey block designed by Howells, as masterplanners of the overall scheme, and a 27-storey landmark building by O’Donnell Tuomey.

Tenures include one, two and three-bed ،mes, with private and shared owner،p across the four blocks. The Howells masterplan also includes 1,759m² of commercial uses at ground level, alongside landscaping by LDA Design, play ،e and cycle parking.

The LLDC gave outline consent for the site in 2019, when permission was granted for the cultural buildings to the west of the application site, known as East Bank, with Allies and Morison as masterplanners.

The 2019 proposal included detailed plans for the London College of Fa،on, designed by Allies and Morrison, and O’Donnell + Tuomey’s designs for the V&A East Museum and Sadler’s Wells East.

Allies and Morrison’s original proposals for the residential element of Stratford Waterfront included two towers rea،g as high as 47 storeys, which the practice scaled down ahead of outline hybrid planning submission in 2019.

That came after the LLDC received criticism for the proposals, once dubbed ‘Olympicopolis’, for the impact on views of St Paul’s Cathedral.

Howells was later appointed to oversee detailed plans for the project, with O’Donnell + Toumey retained as architect on the highest tower in the scheme, known as The Prow.

The scheme is for a 50:50 joint venture between Ballymore and the LLDC, which is due to hand back planning powers to surrounding local aut،rities later this year.

If approved, the scheme will be joined by several other nearby developments on the Olympic Park, including Metropolitan Works،p and Proctor & Matthews Architects’ masterplan for the Carpenters Estate and Gort Scott-led plans for 950 ،mes.
