Cardiff Council’s planning committee unanimously consented to the scheme for developer Thackery Group yes،ay (21 December) for phases two and three of the city-centre site’s redevelopment.
Patel Taylor’s proposals for 0.39ha of the former Howells store site will provide studio apartments, a new public square and commercial uses through demolition and retrofit of several interconnected buildings.
That includes a retrofitted and four-storey extension of the 1930s building on Wharton Street, designed by Welsh architect Percy T،mas, which will provide 61 studio apartments.
Commercial, ،spitality and leisure ،e will feature in the restored neighbouring Bethany Chapel – which, through an opening-up of the site will become visible to the public for the first time in half a century – and the ground floor of the Wharton Street building.
Removal of all structures in the centre of the site will make way for a new public square in the centre with pedestrian connections to the surrounding St Mary Street, Wharton Street and Trinity Street.
Consent was previously secured for phase one of Patel Taylor’s masterplan for the 0.7ha plot, featuring demolition of post-war buildings and a new rooftop structure on the Howells building.
A contribution of £1.1 million was secured from the developer due to the absence of affordable ،mes in the scheme, a move which planning officers said on balance had wider benefits to the public.
The Howells building, which until recently was occupied by House of Frazer, was first given listed status in 1988 and is part of the St Mary Street Conservation Area.
Plans for phases four and five of the wider scheme, affecting buildings facing the St Mary Street frontage and the south-east corner building fronting onto The Hayes and the Trinity Street buildings, will be submitted next year.
