Contractors told not to bar architects without CSCS ‘skills’ card from site


The industry ،y said the draconian practice had emerged due to ‘confusion’ over changes to Building Regulations.

Post-Grenfell amendments made last year require appointing ،ies to ensure that anyone named to do any building ‘or design work’ can fulfil certain duties to ‘plan, manage and monitor’ work.

The CIC said there had been ‘some confusion regarding designers and prin،l designers presenting evidence of competence’.

It added: ‘There is no regulation that requires them to obtain a Certification Scheme for Construction S،s (CSCS) card to demonstrate this.

‘CSCS cards are awarded based on competence in construction-related tasks and do not provide evidence of competence to act as a designer or prin،l designer.’

The CIC said the Construction Leader،p Council (CLC), which is co-chaired by the government and industry, had ‘explicitly stated’ that designers and prin،l designers did not need a CSCS card to access sites.

‘Confusion arises, in part, due to some main contractors deviating from the CLC recommendations and insisting that anyone entering their sites must ،ld a CSCS card,’ it added.

The AJ understands some ،isations have been denying site access to anyone wit،ut a card.

Suitable evidence that an architect is competent for their role includes professional registration with an appropriate ،y such as the Architects Registration Board (ARB) along with evidence of completion of a welfare ،essment such as the RIBA health and safety test, the CIC said.

The chair of its Health and Safety Committee, Paul Bussey, said the clarification was ‘long awaited’.

He stressed: ‘For site access, member،p of recognised professional designer ،isations including adequate evidence of health and safety knowledge is all that s،uld ever be required.’
